MWCDC has been involved in housing rehabilitation and development programming since 2009. At present, MWCDC has three housing development programs, including Low and Moderate Income Housing, Permanent Affordable Housing and Blight Remediation. All of MWCDC’s housing activities, including our participation in the City of Pittsburgh Property Reserve, are guided by “MWCDC’s Ten Year Neighborhood Housing Strategy” (2010). MWCDC has performed in-house housing rehabilitation, and has sold properties to responsible developers to support each of our housing programs. At present, MWCDC owns three properties with structures and four vacant lots.

419 Eureka ST

(2013) In 2013, MWCDC was approached by the Estate of John D. Butler to purchase 419 Eureka ST (in the Estella micro-neighborhood). MWCDC purchased the property from the Estate on September 13, 2013 for $23,006.78. MWCDC hired a contractor to renovate the property, and used Emerald Trail Corps members to perform demolition and light framing (1120 total hours). MWCDC sold the property as affordable housing on June 26, 2014 for $139,900 (per Allegheny County records). MWCDC’s property purchasing, remodeling and management expenses were less than revenues derived from the sale of the property (approximate $12,000 profit).

622 Chess ST

(2014) MWCDC purchased 622 Chess Street (in the Southern micro-neighborhood) from the Pittsburgh Community Reinvestment Group through a JPMorgan Chase Bank Mortgage Real Estate Donation program on May 19, 2014 for $5688.09. MWCDC hired a local contractor to renovate the property, and used Emerald Trail Corps members to perform demolition and light framing (1146 total hours). MWCDC sold the property on August 19, 2015 for $155,000 (per Allegheny County records). MWCDC’s property purchasing, remodeling and management expenses exceeded revenues derived from the sale of the property.

84 Beltzhoover AVE

(2015) MWCDC nominated 84 Beltzhoover Avenue (in the Estella micro-neighborhood) to the City of Pittsburgh Property Reserve on July 26, 2013. The property was accepted into the Reserve on or about December 31, 2013. MWCDC purchased the property from the City on September 21, 2015 for $2958.19. On October 25, 2015, MWCDC issued a Request for Proposals, seeking a developer partner “with a proven capacity and creativity to return [the property] to productive use.” MWCDC received two proposals, and selected Socrates Realty LLC as purchaser and developer. MWCDC sold the property to Socrates Realty on March 1, 2016 for $7500.00. As part of the Sales Agreement, the developer agreed to work with MWCDC to use the property as a home renovation training ground for MWCDC’s Emerald Trail Corps (ETC). MWCDC’s property purchasing and management expenses exceeded revenues derived from the sale of the property. While Socrates Realty’s renovation expenses were greater than anticipated, the renovation was completed on-time. The property was sold as affordable housing on August 18, 2016 for $137,600 (per Allegheny County records).

86 Craighead ST.

(2015) MWCDC nominated 86 Craighead Street (in the Estella micro-neighborhood) to the City of Pittsburgh Property Reserve on July 26, 2013. The property was accepted into the Reserve on or about December 31, 2013. MWCDC purchased the property from the City on September 21, 2015 for $2800.40. On October 25, 2015, MWCDC issued a Request for Proposals, seeking a developer partner “with a proven capacity and creativity to return [the property] to productive use.” MWCDC received two proposals, and selected the Pittsburgh Housing Development Corporation (PHDC) as purchaser and developer. MWCDC sold the property to PHDC on March 11, 2016 for $4363.73. As part of the Memorandum of Understanding for the sale, MWCDC became a community partner on the project. MWCDC’s property purchasing and management expenses were approximately equal to revenues derived from the sale of the property. PHDC completed the renovation on-time. The property was sold as affordable housing on May 23, 2017 for $155,000 (per Allegheny County records).

111 Craighead ST

(2017) MWCDC nominated 111 Craighead Street (in the Estella micro-neighborhood) to the City of Pittsburgh Property Reserve in 2013. The property was accepted into the Reserve on or about December 31, 2014. MWCDC signed a Sales Agreement with the Pittsburgh Housing Development Corporation (PHDC) for the property on December 29, 2015. MWCDC purchased the property from the City on March 7, 2017 for $3264.80. MWCDC sold the property to PHDC on August 16, 2017 for $3893.75 ($5000.00 per Allegheny County records). Property renovation is on-going.

52 Craighead ST.

(2017) MWCDC nominated 52 Craighead Street (in the Estella micro-neighborhood) to the City of Pittsburgh Property Reserve in 2013. The property was accepted into the Reserve on or about December 13, 2014. MWCDC purchased the property from the City on March 7, 2017 for $32566.85. On March 1, 2017, MWCDC issued a Request for Proposals, seeking a developer partner “with a proven capacity and creativity to return [the property] to productive use.” MWCDC received one proposal, and selected Barr Property Development, Inc. as purchaser and developer. MWCDC sold the property to Barr Property Development on June 27, 2017 for $4135.80 ($5000.00 per Allegheny County records). The property renovation was completed on-time. The property was sold as affordable housing on December 15, 2017 for $149,900 (per Allegheny County records).

54 Craighead ST

(2017) MWCDC nominated 54 Craighead Street (in the Estella micro-neighborhood) to the City of Pittsburgh Property Reserve in 2013. The property was accepted into the Reserve on or about December 13, 2014. MWCDC purchased the property from the City on March 7, 2017 for $3255.90. On March 1, 2017, MWCDC issued a Request for Proposals, seeking a developer partner “with a proven capacity and creativity to return [the property] to productive use.” MWCDC received one proposal, and selected Barr Property Development, Inc. as purchaser and developer. MWCDC sold the property to Barr Property Development on June 27, 2017 for $4134.51 ($5000.00 per Allegheny County records). The property renovation was completed on-time. The property was sold as affordable housing on December 21, 2017 for $134,000 (per Allegheny County records).
